Which one is better ?

For R9 280X
(I want to overclock it)

And i m not gonna overclock my CPU!
(Because it is locked i5 4590)
 
Solution
The only difference between them, for the most part, is 70w and one is fully modular while the other is not modular. Either unit would be fine for the 280x, even overclocked. They are both the same internal platform.

That makes no sense. They are both the same basic internal platform. If one is Haswell compatible, the other is too. In reality, I think both those units are too old to be Haswell compatible on paper, but if you simply turn off the C6 and C7 states in the BIOS, they'll work perfectly fine with any Haswell CPU.
