The only difference between them, for the most part, is 70w and one is fully modular while the other is not modular. Either unit would be fine for the 280x, even overclocked. They are both the same internal platform.

It does NOT require a 600w unit. The recommendation is a 550w unit and in reality if you ran it on a high quality 500w unit it would be just fine. The 620w unit would of course be a better option, with more headroom, and a cooler, quieter running PSU, but it's not necessarily a compulsion.

That makes no sense. They are both the same basic internal platform. If one is Haswell compatible, the other is too. In reality, I think both those units are too old to be Haswell compatible on paper, but if you simply turn off the C6 and C7 states in the BIOS, they'll work perfectly fine with any Haswell CPU.
