New PC build wont pass POST

I've just built a new PC, the parts can be seen here:

And after going through the boot problems checklist, it still wont pass POST (no 1 single beep). I tried removing every component from the motherboard and when I do it gives the appropriate beep error codes. Then when I return everything, all the fans start turning (it may be of note that the cpu fan does 2 quarter revolutions before begging to turn). And it just keeps doing that no beep sounds no error codes nothing.
 
Solution
Have you tested each slot and all of them do work? If yes, then add the second RAM module as 1-3 or 2-4 and test. If booting, add the graphics card, connect the PCIe power cables and monitor to it and start the board. See if working.

so it worked!
So how do I install the other RAM card and get it to work?

I Took the opertuinty to get an OS installed, is that incorrect? should I have waited? does it make a difference?
Can I install the RAM and video card after the os is installed?

So thakns for all your help, I found that one of the ram slots prevents the computer from going to post, Ill be requestig a new MOBO. Thanks again for all your help!
