Windows 8.1 Problems...

Hi, I have had windows 8.1 installed for over a year and have had no problems before yesterday. Now my audio doesn't work and says that one of the audio services is not running. Along with this, when I swipe to the right corner of my screen, when I click the setting icon it just returns me to the desktop. Some of the control panels are blank and won't open at all. When I restart my computer it just keeps saying, 'restarting.' I have tried to do a system restore and whenever I do it, I get an error message that says the system restore was unsuccessful. I have came here as my last resort for people to help me out. If not I am planning on doing a complete windows restore.

NOTE: I DID HAVE AVG 2015 INSTALLED, BUT I HAVE JUST UNINSTALLED IT AND NOTHING CHANGED.
 
Solution
Boot into safe mode
Run cmd as admin by right clicking it and select run as admin

Type in
Sfc /scannow

Reboot once the scan completes. Hope this solves it

How can I boot in safe mode if it won't let me restart? Can I boot in safe mode after I shutdown? The only times it restarts is after a system restore and that will still take over 10 minutes.

Okay I got my PC to boot into safe mode. How do I run the system restore in admin mode. And what is a sfc scan? I'm a noob sorry :(.

Ok.

Press your windows key (bottom left of your keyboard)
A search box will appear when you move your mouse to the top right of your screen
Click inside that search box, and type in cmd
Right click command prompt and select run as admin

Now type in that command prompt window

Sfc /scannow

Let it finish scanning and repairing your system files then reboot normally

I did all of this but when it finished scanning it said that is found corruption but that wasn't able to fix some of them. I restarted and booted my PC normally and I still have the same problems :(.

My windows is located on my SSD so if I reinstalled windows, the stuff on my HDD (all my info) would be left untouched, correct?
