Would you think this build could run games like BF4 GTA V and Witcher 3 On Ultra settings?

Honestly to run it at ultra and with everything on (AA and Hairworks) takes quite a lot.. I'm talking about Witcher 3. My PC is in my SIG and I'm running Witcher 3 at around 60-70 FPS at 1080p with everything on. Just some food for thought.

I guess Witcher on high or medium would be ok for me. But do you think it would be enough to run bf4 and gta V at ultra or High on locked 60 fps?

I'm going to be the debbie downer here. If you buy that motherboard, I wouldn't overclock on it.

Two things to know, while BIOS supports 8-core AMD CPUs, the 970 chipset isn't the best at supplying the power needed for the 83xx. The reason not to overclock is because of my previous statement and because of the lack of heatsinks on the power phases. Regardless if you overclock or not, make sure you have proper airflow across the motherboard. I don't really care for the selection.

As for maxing out the two games, no. Ultra BF4 can max out the VRAM on the 960 GTX by just a little. You will have frame drops below 60.

Battlefield 4, Yes. I have a 2nd PC that has a GTX 760 on it which is slower than a 960 and it runs BF4 no problems at 1080p. GTA 5, ultra but won't be a constant 60 FPS. High, you should be fine though. The graphical differences between those 2 settings aren't very noticeable once you play.
