yes and yes, i dont understand. ive been doing this for years and ive never came across something as stupid as this
 

There is nothing to understand! The temps are totally normal for a silent cooling profile and nothing to worry about. You can try to change the profile in bios to performance or whatever it is called and get lower temps and way more noise.
 
What paste are you using?

I had the same thing happen when i used your method of application. I started with the paste that came with my cooler (Cryorig H7), it is CP-9. By using the recommended application method by the manufacturer it dropped the temps by 11c at idle. That was covering the CPU with paste and smoothing with a credit card. My temps went from 41c down to 30c idle and 5c difference at high load.

Not all paste is applied the same way. The only paste that I know of that recommends the rice sized bit and let the HSF spread it, is Arctic Silver.

If the cooler is mounted correctly and the fan is spinning fast, then the only thing would be your thermal paste application was poor. Remove the cooler and look at the paste. Maybe post a pic of it. It will be obvious if there was too little or too much. Both can cause temp issues.
