Asrock 970DE3/U3S3 Fails to POST after installing a new psu

I really hate to have to ask for help with this but i dont know what else to try.

First off a bit about the pc. This is my old custom build which i gave to my brother over a year ago. It has worked fine until the power supply started to go. When i say "started to go" i mean the overload protection would trip after running for a couple of hours. Despite my warnings he continued to use it for some time until eventually it just shut down before it even finished starting.

So i finally got a new power supply for it (Actually upgraded my psu and gave him my old one so i know there is nothing wrong with the psu) Installed the psu, started it up and it worked fine. The bios loaded and windows started normally. However after rebooting it froze at the Asrock logo screen. After a couple restarts it booted again but only once. Now it just freezes at the logo screen and i cant access the bios.

What i have tried so far:
Not the first thing i tried but one thing i did was remove the memory battery to clear the bios settings. This seems to have done something because now when i press delete to enter the bios it brings up the MB info screen normally shows up for a few seconds before the bios gui opens. This is the screen that has the MB name, Bios version, CPU details, memory mode and an option to press F6 for instant flash or F11 for boot menu. But thats as far as it gets it just stops at that screen. If i press F6 or F11 the option show as selected but nothing happens.

I have tried removing each ram stick to check if one is faulty.

If i remove both ram sticks it beeps indicating a memory error.

If i remove the graphics card it beeps to (i assume) indicate that it did not find a graphics card.

I have also tried disconnecting the HDD's

My guess is the bios software has become corrupt and needs to be re flashed but without access to the bios that is not possible.

MB: Asrock 970DE3/U3S3
CPU: AMD FX-4300
RAM: Corsair CMX4GX3M2B1600 1600MHz 4GB (2x2GB)
Graphics card: Gigabyte Radeon HD 7870 2GB
PSU: Corsair CX500

I really hope someone here can help me with this issue.

Ok thanks i will try that just as soon as i can order one. (Different graphics card did not change anything)
