How do I run GTA 4 smoothly on PC?

So I just recently purchased GTA 4 on Steam Summer Sale. I installed it and immediately did the icenhancer mod. It made everything look a lot better, but the game still lags pretty bad.
My specs are
Asus GTX 660 Ti
Intel core i5 4460
is there any mod out there that can make it run a lot more smoother?

Recommended system settings:

i5, i7 equivalent 3.0ghz or AMD Phenom/Athlon 2.9ghz or higher
AMD 5770 1gb equivalent or higher (570HD 670 etc.)
Some graphics cards 0.82 ENB d3d9.dll may cause overheating issues on your graphics card. Use 0.79 ENB d3d9.dll

The game's frame rate is locked to 52 fps, which can be achieved with good hardware. The IceEnhancer mod can cause lags. Unfortunately, there's nothing that can be done about the fps stuttering. The game is terribly optimized. It's bad enough to where I have to run the game locked at 30 fps.

Yea, I already did the icenhancer mod, it was pretty laggy even before that.
Im running a 1920x1080 monitor
Any way I can improve?

Ah *, so at this point I will just uninstall the icenhancer and go from there.

Many people are getting some hitching stuttering with the new patch that just came out.
Hopefully it will get fixed soon...

I'm not sure how your hardware will do.
