GTA V Frame Rate Drops to 20 FPS

Hello, I was hoping if I could get some help here. I purchased GTA V two weeks after release and since day one, I've been having one annoying issue. I will be playing at 50-60 fps for a good 5 minutes, when all of a sudden my frame rate drops to around 20 fps for a solid 20-25 seconds before returning to normal. I have this issue on online and story mode.
I have an AMD FX-8320 @3.5 GHz cooled with a Cooler Master water cooler, and a Radeon HD 7870 2GB. The game is loaded on a Crucial MX-100 256 GB SSD.

I also have graphics settings well under the max allotted VRAM.

I have tried:

-Updating to the 15.4 beta drivers

-Disabling Cool N Quiet in BIOS

-Disabling AMD Turbocore

-Setting GTA V priority to High

-Lowering all graphical settings

-Playing well within the allotted VRAM

-Ending the launcher process

-Disabling AVAST! antivirus

-Sending in a support ticket

-Running in windowed mode

-Uninstalling and reinstalling the game on both a hard drive and solid state drive

He has since solved it, but I did exactly the same thing he did the solve it but to no avail.

check your cpu temperatures. maybe your cpu is downclocking aswell for some reason. i can think of 2 either the temperatures, or the powersupply.
Run MSI afterburner with onscreen display and monitor cpu temperatures for first. also run hwinfo64 and monitor 12v rail voltage regulation. hopefully this will bring the cause to light. i think hwinfo will also automatically save minimum values for cpu cores, so if it's downclocking you will see it.

Yep, looks like thats it man. I disabled some other power saving features and for a day my problem was fixed, but now the computer is having the problem again and it went over to other games. Looks like I'm gonna have to reapply thermal paste or something, maybe it will help.
