600/700 Series Kepler GPU Fixed yet?

Has NVIDIA fixed the issues with 600/700 Series Kepler GPUs fixed yet? Friend of mine is planning to upgrade to a 770 and he was worried abou the issue and thinking of getting a 280x instead. He is upgrading from a r7 240.

The raw power of 600/700 werent performing like they used to after some new NVIDIA update when Witcher 3 came out. It was meant to cripple the Kepler GPUs to make the 900 series shine.

I can't see any real problem. Some games, nVidia plays better than AMD and vice versa. It's always been the same.

One guy says "why do you show these charts are compiled with the old drivers? to 353.06 700 Series works fine, at least I got Witcher increase of about 7 fps in the 780ti"

Would this mean only this game is affected? A lot people have been suggesting an R9 280X over a 770 even if its the same price scenario. I want to make sure I make the right call for my friend so he doesnt waste his money.

There so close together, the 280X only really excels at higher resolution and my friend only needs 1080P for gaming. Can you give me your opinion on this? 280X or 770 for the same price?
