Is my CPU bottle-necking my GPU?

Hi, I recently got a MSI oc gtx 970 gpu. While it performs well, it doesn't seem like it is performing as well as it should. For example games that should run at a smooth 60 at 1080p have latency at 1360. Could my i7 860 be the problem, and if so would I be able to oc the cpu enough to solve this problem?
 
Solution
Run any of the monitoring tools like NZXT Cam or MSI afterburner or whatever when you play a game. If your CPU usage is 100% all the time and GPU is 20%, then the CPU is bottlenecking. If the GPU is maxed, thats fine. The GPU should be maxed, as it's trying to give you the maximum number of frames per second it can.

I have afterburner for ocing purposes, never new it could be used to monitor the cpu as well. I'll do a quick benchmark and report back my findings. Also, thanks for the speedy replies guys!

Well I did a quick stress test without any ocing, and the gpu maxed out at 99%. The cpu on the other hand didn't seem to react aside from core 2 maxing at ~80.
