AMD FX-8350 getting different readings as to what my current GHz is....

CPUz is probably showing the current state of it at that moment, so without a full load, it won't be at the full 4ghz. It varies the frequency based on CPU usage. The BIOS will show the total overall MAX speed it can reach. The pics don't really load for me, but I take it the other software is showing it based on the load at the time as well. Trying running prime 95 and check all your software, bet it says 4.00 or even the 4.2 or whatever the 8350 will turboboost to under full load.

I have the turbo boost and cool and quiet disabled in the bios, so it should be running at a constant frequency and not underclocking or overclocking itself. The pics show this:

CPU-Z: 3415.6MHz
Core Temp: 4119.14MHz

The second image is showing the current speed (your CPU will only work at high speed when needed. The second image is probably showing bust speed.

I have similar problem, I have my CPU downclocked to 2.7Ghz and windows tells me that I have it at 3.1Ghz.

I think you should trust bios

Even Prime95 is saying my CPU is running at 3.4GHz instead of the 4.0 it should be running. Is there a way to force it to run at a constant 4.0?

Both screen shots were taken at the same time and cropped. I had nothing open or running except Malwarebytes, COMODO Internet Security, my mouse driver and the realtek audio driver. Well at least the things I can control. There was very little load on the system when the screenie was taken.

Because even when I go into games, the cpu will underclock itself. And I heard it's something to disable when trying to overclock your CPU.

Even when I ran the Prime95 stress test, it only got to 41C with 100% load. The AMD FX-8350 temperature throttle doesn't happen until 60-65C. I have a Corsair H60 liquid cooler.

Did that right after reading your comment before this. Cool and Quiet is on, obviously underclocking as it see's fit for what the system is doing. Running much cooler though. Would usually sit at like 25C while idle and now it's like 15-19C.
 
I use openhardwaremonitor. Find it gives the best results for me on clock speed, voltages, everything, at least with the AMD FX. On my media box, an APU A6 APU chip, it doesn't report the true speed. Hardly anything gives the correct speed on that. You can also enable the web server and monitor speeds, temps, etc from a webpage, or android app.

All depends on how the BIOS reports it outside the BIOS and how well the software can read the speed from the motherboard properly.
