My dell hard drive died. It won't turn on, so is there any way to get my pictures off it.

If the hard drive can't power-up at all, the best and most reliable solution would be a data recovery company. The only other thing you could try is a PCB swap, which I wouldn't recommend. You'd need to take the PCB from the exact same drive model and replace the one of the failed HDD and there are still no guarantees that this would work.
