I have an offer from a friend to purchase a list of computer parts for $300, they follow below.
Raedon 7850
500w PSU bronze plus rating
Western Digital 1TB hard drive
i7-878
Intel® Desktop Board DQ57TM
If I purchase RAM and a case, could this become a viable build? I will update later with specifics on the PSU, don't have them right this second.

Yes, you can consider that as a mid range PC. My friend having Radeon 7850 for the past 3 years. Still play all modern games with decent graphical fidelity @1080p. I think, for the processor you meant i7 870. That one still can be considered as decent gaming processor. Make sure you get 8GB of RAM, which is still the sweet spot for gaming.

Radeon 7850 Gaming Benchmarks:

The Witcher 3 - AMD Radeon HD 7850 2GB - High Settings at 1080p
GTA V PC - AMD Radeon HD 7850 2GB - High Settings at 1080p [60 FPS video]

You can use this rig for now and later next year, you may upgrade to Intel's new "Skylake" processors based on 1151 socket, 100 series motherboards, which are expected to be released by end of August or early September this year.

Cheers!
