Im getting High temperature on i7 4770k with Thermaltake 3.0 Water performer liquid cooling, applied with Arctic MX 4 paste

As the title says it all.. im having this serious issue of high temperature on i7 4770k it is not over clocked.. i thought liquid cooling was ideal for controlling any higher temperatures and same I thought about Arctic MX 4 thermal paste before getting it in double price as that paste in not available locally in my country
on idle im getting 34-40 C while in gaming it reaches from 65 to 75 C and for i7 4770k 72.72 is safe temperature according to intel's site... any solutions to bring this down up to 50-60C on heavy load ( gaming )
as i live on 3rd floor, my room gets quite hot in these summer days ... i dont knw if that is the reason or if there is any defective hardware..

but if those are fine temps then how intel mentioned that it should not exceed from 75 C ?

well room temp is between 30-35 C , im not sure but it may not be lower than this
i dont have an AC or a Cooler for room jst a fan that runs

okay as im not fimilar with what to do with intel XTU app so it downloaded , installed and then ran CPU stress test for 5 minutes and the result came with The CPU stress test passed.
I havent over clocked but this test was running CPU at 3.9 Ghz instead of 3.5, is that good or there should be adjustments that needs to be made

Okay i will do that too but is there any way to bring this temp down to constant 60-65 C ??? is my chasis making it hot or what ? i jst cant figure out the problem a liquid cooling cooler still showing temps of stock cooler... is this a poor cooler ?
im unable to find solution to this undetectable problem
 
The cooler was tested with an i7-2770K: http://www.anandtech.com/show/6984/thermaltake-water-30-closed-loop-cooler-roundup/ Your CPU is a bit more difficult to cool than the i7-2770K; you have no issues if the CPU temperature is 45°C above ambient. The best that you could do is keep your room cooler; at 23°C you'd have great CPU temperatures.

the fan and raditor mountings ... if that is in order or not im not sure.. changing its position helps or not ?
also i have lots of space to mount 2-3 fans from front and one fan from down right next to PSU

Adding an intake and an exhaust fan could keep the inside of your case a couple degrees cooler, but air at 35°C doesn't cool as well as air at 23°C. The temperature delta won't change, but if air is a couple degrees cooler in the case, then the CPU temperature will also drop accordingly. Using an air conditioner is a better solution because it keeps both the gamer and the PC comfortable :).

Your temperature are not too high because of your room's temperature... adding to that, you have a 1 fan CPU watercooler, it's ok for an I5 but for an I7 you should change to a 2 fan one
