Pretty good pc, Bad performance

Hello there. Recently i am having a really bad FPS drops in few games which are CS:GO and League Of Legends. Like two weeks ago i hadnt got single problem while playing but now i do. I have kind of spike lags, fps dropping do 60. What could cause the problem.
I've reinstalled OS, downgraded my nvidia drivers to 332.21, unistalled nvidia HD audio.

My Rig:
i7 4770k
GTX 770 4GB version by Gigabyte
8GB ram 1600mhz
ASUS H87M-E

I updated everything, but i read on reddit that my GPU doesnt even need these new kind of stuff from nvidia and that i can downgrade it which i did.
I've checked my PSU stability and its pretty weird to me :
+5V
max: 5,16
min: 5,08
+3,3V
max: 3,36
min: 3,28
+12V
max: 11,81
min: 11,14
during medium stress.

I will be running these benchmarks today and i will post the results

so eventually i did the 3Dmark benchmark and i didnt make it to the end.
Everything was kindly okay, but this error popped out and made me go into bios.
Power supply surges detected during the previous power on. ASUS Anti-Surge was triggered to protect system from unstable power supply unit.
So it means my PSU is ruining my pc performance right?
