It's roughly double the potential speed, but only for usb 3.1 devices. Most of the things you'll connect to your PC are still using usb 2.0. 3.1 won't be terribly relevant for a while, but eventually it will become more prominent. If you want to pay that little bit extra for the future proofing, go for it! Even if you don't get the usb 3.1 version, you can always purchase a usb 3.1 expansion card later down the line, if you need the extra speed for an external usb 3.1 hard drive or something of the sort.
