New Build, 4790k running incredibly hot at stock clocks. Any suggestions?

Parts List:
Intel Core i7-4790K 4.0GHz Quad-Core Processor - Stock Intel Boxed Cooler
Gigabyte GA-Z97X-SLI ATX LGA1150 Motherboard
Corsair Vengeance Pro 16GB (2 x 8GB) DDR3-2400 Memory
Samsung 850 EVO-Series 250GB 2.5" Solid State Drive
Seagate Barracuda 2TB 3.5" 7200RPM Internal Hard Drive
Gigabyte GeForce GTX 970 4GB WINDFORCE 3X Video Card
EVGA 750W 80+ Bronze Certified Semi-Modular ATX Power Supply
5x120mm Case fans - 2 Intake, 3 exhaust.

Problem:
I am having issues with the build outlined above. Have set up stock cooler and am struggling with high temperatures when CPU comes under load.

Testing with Prime95 or Intel Extreme Tuning Utility, temps will shoot into the high 90s in seconds and the CPU will start to throttle at 100 degrees.

This is on stock cooler. Pins are pushed fully in, black bits out as far as the white on all 4.

Ambient temp is around 22 degrees, all 5 case fans running at full through fan controller.

No OC, all BIOS settings on default for CPU Voltages etc

What I have tried:
Updated BIOS to latest version.
Removed heatsink/cooler, cleaned out with Iso Alcohol, Repasted with Arctic MX4 and reinstalled CPU Cooler.
Problem still persists.

I understand the stock cooler is not built for supremely heavy loads but this is strange. Even when I am in the BIOS/UEFI setup, the processor temp is 92c.

Any suggestions? I am getting aftermarket cooling but do you think there is merit in RMAing the chip?

Thanks vey much for your help.

Hi, thanks for replying. The cooler is the Intel Boxed one which doesnt come with a plastic strip but with the TIM pre applied as far as I am aware. Have I got this wrong?

Also, I took off the heatsink and cleaned it out and repasted with Arctic MX4. Would have noticed a plastic piece then but I'm pretty sure there wasnt one... :??:

Are you sure that your cooler is fit properly? Also check whether the fan is spinning or not.
If above mentioned things are right, then only reason why your CPU is running too hot is that it is overclocked (unintentionally) or maybe shooting to very high clock speeds under load. If you are confident that CPU is running at stock, I would suggest you to RMA it or atleast get it physically checked by an Intel technician.

Hi, I am pretty confident the cooler is fit on OK - the pins have snapped in to place and the black bits of the cooler mount are sticking almost as far out as the white bits on the rear of the mobo. It is on pretty tight and has no give when I try move it. The fan is running but at the PWM profile through the board, not full clock all the time.

With regards to the unintentional overclock, is this something that my board would do on its own? Should I try setting the voltages/clocks manually instead of running everything at default?

About RMA, I am concerned that the vendor will test it in different equipment and/or cooling situations and not be able to reproduce.

You should not be worried about this, because the fact is that you are unable to get the CPU running stable with your configuration, so regardless of their own replication of the issue...or not, the vendor is obligated to fulfil the manufacturers warranty policy. If it makes you feel better you could contact them via phone for best advice regarding how this will work...just provide the RMA reference over the phone and tell them of your concerns.

You could always take some photos of the on screen temps, and the setup, but I feel that you should not be required to do this for an RMA. It sounds like you might have either a faulty motherboard, or the CPU itself. If you are unable to test the cpu on a different board, then I would be inclined to RMA both.

Hi, I am going to have the CPU tested in another board to rule out whether its the board or the CPU. If its still reporting crazy temperatures at that point as you suggest I will RMA one/both.

Will keep you updated. Thanks.
