Fresh OS Install on New SSD

I have just bought a new laptop (Lenovo ThinkPad E550). It came with an HDD, so I also bought an SSD (Samsung Evo 850, 500GB). I unscrewed the back and took out the old HDD and put in the new SSD, then put it all back together again.

I have Windows 7 on disc and usb. When I turn on the computer it goes to the boot menu. When I select any of the options the screen goes black for a second or two and then goes back to the boot menu again.

What have I done wrong and why won't it boot? I don't have the wires to connect both the HDD and SSD to the computer at the same time, so I can't clone the files from the HDD.

Correct. I'm trying to install the OS on the new SSD, but it won't start. I can't get past the boot screen. I have the Windows CD in the computer and try to boot from the CD, but the boot screen just keeps reappearing. Same with installing from USB.

I gave it a try, but that just changed the order on the boot menu. It's like the computer doesn't recognise there's a bootable disc in the disc tray, so it tries to boot from the disc when I tell it to but then fails and goes back to the boot menu (I'm assuming this is what's happening, but I can't be sure as there is no error menu). I know there's nothing wrong with the disc though, because I tried booting on another computer using it and it worked fine.

I can't say whether the disk drive is working properly, but I have tried a USB bootable image and it wouldn't boot from that either.

Yes, I used RUFUS (2.2.668). I kept all the settings as default except I changed the drop down next to 'create a bootable disk using' from 'FreeDOS' to 'ISO Image'. Then I selected the .iso file and pressed start.
