You only have 2gb of ram. To take advantage of 64-bit completely, you need to have 8gb of ram
Upgrading to 64-bit would give you minimal improvements to your system, if any.

Just reinstall your 32-bit OS for now until you decide to upgrade your ram first.

I understand you were wondering whether a 64bit Windows will run poorly on your laptop.
Well it won't be a problem, it will run about just as well as a fresh 32bit install.

If you need to reinstall windows, and still have 32bit installation media, you may as well stick to 32bit, because 64bit won't be any improvement.

If you have no more 32bit installation media, but you do have a 64bit one, you may install 64bit windows, no problem.

While Watch Dogs requires 64-bit Windows, that's necessary, not sufficient. Your CPU, RAM, and GPU are all far below the minimum requirements and even if you're able to actually start the software, I can't imagine it being a pleasant experience at any setting.
