The seller has told me that if I will add another GPU both of their clock's speed will be decreased by 50%, Is that correct?
(about those Mother boards), If I will add another amd/ nvidia GPU (Win 10 allows it, right?) will the GPU perfomance will be decreased that much?

He means the lanes split into X8/X8 mode for running two graphic cards. With a single graphic card used in one pcie x16 slot, you will have X16 then. The cpu is already limited to 16 PCie lanes.
You will get an performance increase and no your GPU will still run as they normally do.
You can run SLI/crossfire build in Windows 10.
IE, the seller doesn't know much and is probably reading from a script.
