Best gpu for $400 max?

I am building a new computer using a amd Fx-8350 cpu and a GIGABYTE GA-990FXA-UD3 mobo. I am not sure what gpu to use tho as there are so many choices. I want the best gpu i can get for $400. This is for a gaming pc. Currently im looking at an R9 290X or GTX 970 4gb
