No. You can't put 2.5V on Vcore and expect the CPU to live. Maybe 1.3. See guides eg http://www.bit-tech.net/hardware/2013/06/01/intel-core-i7-4770k-cpu-review/8
They got 4.7GHz at 1.257V. I think that was a very good result. I'd be happy to get 4.5GHz at 1.275V

You should be safe, however there is no guarantee when it comes to overclocking. I would definitely do it slowly and test. I'm not sure of your GPU overclocks so I don't know what kind of load the GPU's put on the PSU when they're running 100%.
