Which is a better gaming laptop?

I need to know about two laptops for gaming. Almost all specs are the same. Both have 24GB RAM and Nvidia GTX980M with 8GB. The differences are:
Intel i7 4710HQ @ 2.5-3.5 GHz
7200 rpm SATAIII 6GB/s hard drive
60hz refresh
and...
Intel i7 4790K @ 4-4.4 GHz (yes, a desktop CPU)
7200 rpm SATAII 3 GB/s hard drive
75hz minimum refresh rate but goes up to 120 or 144 w/ nvidia gsync.
Price is negligible. Will the hard drives and refresh rates and different CPU's make a considerable difference? Also how long will each last before major slowing down?

Will the worse hard drive of the second one make a huge difference? Will the insane CPU of the second make a huge difference? And will the second one last 3-4 years before losing too much performance? Also I just kinda feel cheated paying for a top of the line graphics card and not being able to see the difference it makes cuz of a refresh rate capped at 60

So it's really that each one sacrifices something to be better at something else. They do both have SSD's which was why I was thinking the lower quality hard drive wouldn't even matter. Would I be correct on that (it's a 250GB Samsung EVO M.2)

They both have SSD with the HDD I already mentioned sorry for the confusion. But I do think I should go for the better CPU And higher refresh rate. Thanks for the help!
