I have found the answer is YES. I have a 3.5" 4TB Western Digital Blue inside a "Channel +" HDD enclosure that has 2 USB connectors on it. The smaller sized one, which I believe is USB 2.0, I have connected to a 240V to 5V USB adapter and the lager sized one, which I believe is USB 3.0, I have connected directly to my Xbox One. And the hard drive works fine, all 4TBs. What I don't think people understand is that with the amount of current being drawn from both the small USB 2.0 plug and the large USB 3.0 plug a method we electronic engineers call voltage doubling or even tripling can be employed by using capacitors in parallel to make the output voltage larger in amplitude than the input voltage. Although the output current won't be as high as the input current.
