PC wont post unless PSU is turned off and back on (Windows 7)

Recently I made an upgrade to my PC, I switched the case, added an SSD (reformatting everything so that I can run Windows from it and not my old drive), and a 6TB hard drive.

I also changed my power supply since it was having surge issues. It was a downgrade from an 850W to a 650W (I went to a couple of sites that calculated it and apparently I was doing less than 500W). After the upgrade, I ran into some post issues. Unless I turn the PSU off and back on at the switch, it simply fails to start up. It gets power, and my fans start spinning, but it's forever stuck on a blank screen (or on the Splash screen if I have it turned on).

It starts up and runs fine when I flick the power off and back on again. I've gone back through my system (which aside from the occasional surge issue, was running perfectly fine before the upgrade), with a fine tooth comb and checked all the connections which seem to be in and seated properly, multiple times, and nothing is out of place. Out of desperation (since my prior research into the issue has lead me to believe that it may be an issue with the PSU not having enough power, or it being faulty), I plugged my old PSU back into it, and it seemed to work fine, I was able to shut down and restart it multiple times in a row. Then I went to work, leaving it off for a few hours, and now it's popping up again.

Right now I'm stressed and at the end of my rope and about to swear off of computers for good. This upgrade is giving me nothing but grief.

Intel i7 3770k CPU
ASUS Z77 Sabertooth Mobo
NVIDIA GTX 580 GPU
2x 8GB G.Skill Ripjaws RAM
Samsung EVO 850 SSD (the new Windows drive)
Western Digital 6TB HDD
Seagate 3TB HDD
Samsung 750GB HDD (the old Windows drive)
Noctua NH-D14 (or 15, can't remember) CPU cooler
Cooler Master V650W PSU (the new PSU)
Cooler Master 850W PSU (Old PSU. Can't find the box, but it's basically one of the higher end ones. Currently in my system)
Fractal Design Define R2 XL case

That should be everything. I've got no idea what to do next.

So it's arbitrarily just not going to work properly anymore because reasons? I have to tell ya, that's god damn infuriating.
