Solution
Check CPU cooler, clean it if need but most liekly you need put new thermal paste, preferably uninstall additional program to fan control and allow bios control fan on defalut settings.

Turn off PC and clean it * I personally use Fresh paint brusher to this + my lungs, but can of compressed air can do this.

* be sure you Unplug power cable from wall + push power button few times to uncharged energy from capacitors.
You do not need disassembly CPU cooler to cleaned :)

I set it to 60 because the fan noise is super annoying in my room at high rpm

@Archaic please do not bother to reply to this post sir , if I am wasting your time

@DeathRabit problem solved change the stock cooler with the new one and applied new thermal compound and installed 2x fans for intake and 2 x for exhaust in the chassis thanks for the suggestion cause I was thinking I got a HW issue that is causing High Temperatures
