ATI Radeon Sapphire 7870 Ghz edittion running hot, only one fan spinning.

So I notice that some of my temps were a bit off, the card went over 30 degrees pretty quickly after boot up and even during games when it hit 55C the second fan did not kick in.

This is a card that I bought about 18 months ago, should I RMA, since it is still under warranty, or is it normal for just one of the fans to spin, I read somewhere that they were alternating to limit dust accumulation in the card coolers.
 
Solution
Maybe its better to be safe than sorry and send it RMA, in the long run getting a new gpu will probably last longer if this one is indeed faulty with only one fan spinning.

I don't know, my temps in Linux have gone up as well, and the card is occasionally running close to 40 on idle, and over 45 when I watch video.
I want to know about the fans, do they both spin constantly, or not.
