Is this "broken" PC worth the risk?

So I have a chance to get a HP Compaq Elite 8300(for less than $150)which if you didn't know, comes with an I7 3770 and is better than what I was planning on getting for $70(an Intel I7 860) but the thing is, it does not work. The person says "The pc does not have a hard drive and does not start".I mean it could be that the CPU works it's just that the PSU is failing or the motherboard is messed up or something. I'd hate to pass up on it as the CPU is a HUGE step up and the ram(( I'm assuming it has this much ram as these computers came with this much ram) is 4gb more than what I currently have).Any advise?
 
Buy the PC, keep the case, optical drive, CPU, and RAM and rebuild it.

I cannot return it if it does not worth that's why I put "worth the risk" as it would not be a risk if it didn't and I could return it.

I wouldn't be able to know if the CPU is physically damaged unless I buy it and if it is I can't return it hence why I put "worth the risk"



I was only getting the build for the CPU and Ram as it is much better than what I currently have. I have all the rest of the parts(GPU, PSU, cooler etc) so the recommendation is pointless(no offense) a downgrade to what I already have(I paid $250 for a 780TI ACX and it's slightly more powerful than the 790), and not to mention more expensive than what I paid for the parts I have.

Well in that case, what if the guy gives you a case filled with rocks? If your buying the computer in person, ask to look inside and examine the cpu closely to make sure its even there at all. If the seller declines, he obviously has something to hide.

If your buying it on ebay or something, that a different story. All I can say, is that CPU's rarely die on their own. Most of the time, CPUs don't work because someone dropped it on the floor (and bent the fins) or installed it incorrectly.
