Is it ok to leave my cell phone charger plugged into the wall when not charging my phone?

I heard it's a fire hazard to leave phone chargers or other things like handheld game chargers plugged into the wall all the time without being connected to a phone/game device.

For convenience sake, I'd like to leave my chargers connected to my surge protector and just run the lines up the back of my desk so I can easily charge things on my desk instead of having to keep plugging and unplugging them.

Its not a problem, Any commercial available DC/AC converter is designed to be able to run with no load (Nothing connected to it). BUT, even when there is nothing connected to it, they draw some power, which can show up on your electricity bill if you got like 30 chargers plugged in 24/7 (and even then it will be just cents).

I always have my phone charger connected to the power outlet.

Yah its plenty safe assuming your house wasn't wired in the early to mid 1900s with ungrounded outlets, thats just unsafe in general. The only drawback to leaving chargers plugged in all the time is that they use a little juice even if they aren't being used same as anything you plug into an outlet and leave there.

Never heard of wall warts being a fire hazard, due to their nature they can't draw much unless there's a load connected. Overloading a wall wart could be a hazard if it's an old one without any logic in it, but anything modern has logic in it for output regulation.
