Whats the deal with new DirectX12?

I dont understand. I have an AtiRadeon HD 7770. I've red that new Win 10 will come with DX12. Everyone are saying this will be better, but how? Because I remember when I had an older computer that ran perfectly fine on DX9, but when I would set games on DX11, I got horrible stuttering in games, my graphic card just couldnt handle it. So that does that mean DX12 will only be OK for a new graphic cards that can actually support this better graphics? Do we, people with older graphic cards like mine, get excluded from the benefits of the new DX12? How excatly will I, personally, with my graphic card, benefit from DX12? It seems as if I wont at all, better just stick with DX11. Of course, Im no expert in this part, so maybe (probably) Im wrong. Someone care to explain, please?
 
Solution
DX12 will bring a numerous features to the table as well as some optimizations. One is low CPU load, another is the ability to use as many GPUs as possible without CFX or SLI needed.

There are way more features, but that's just a couple.
