Also suggest good ips monitor for under 150 pounds

What is the difference between the ASUS VX238H and the ASUS VX239H?

They're about the same, though VX239H is a bit better looker (in my opinion) is IPS, has bigger viewing angles.
VX238H has 1ms response time, whereas VX239H has 5ms. Everything else is pretty much the same, like number of VGA and HDMI ports, they both have built in speakers, same aspect ratio, both 1080p, both are widescreen and same display size.

You went a bit over 800 quid. He won't need an unlocked CPU because he won't overclock.
