Display driver AMD has stopped responding and has recovered atikmpag.sys

This is a new built pc and this problem has occurred from the first week of use (about 2 months old now). I've tried a few things (new drivers lots of times, roll back drivers, clean install, with and without chrome) but have had no luck. Today the problem seems far more common, occurring on most games and fullscreen playback. I have run Memtest for 5 passes with no errors and prime95 and furmark both seem stable.

I'm really running out of ideas now and would really appreciate some help.

Ask shop about this, tell them about your GPU issue, also that underclock help you solve this issue, but becasue you want fully performance GPU, you want RMA.
And yes this issue is usually accepted for RMA.

Try last time clean and reinstall drivers:

Use this http://www.guru3d.com/content-page/guru3d-driver-sweeper.html
And follow instruction :
Use the official uninstaller(s) of the driver(s) you want to uninstall.
Reboot your PC in Safe Mode.
Run Driver Sweeper and select what to clean.
Analyse lists all the entries possible to remove, cleaning removes the entries selected.
Reboot to normal mode.
Install fresh drivers.

Your PSU is good quality my bet is you have faulty GPU or some drivers / program overclock your GPU.
Best way will be test your GPU on another PC with better PSU.
