Getting the same frame rate on low and ultra, and it's not 60?

The game is just cause 2, but it also happens in others, like Dota 2 and sleeping dogs. There's no bottlenecking. I5 4690, Sapphire Tri-x R9 290X, 8GB DDR3 1600mhz, ASUS B85 pro gamer. Why am I not getting 60? I can play gta v on its highest settings (except for 2 of them) at 60 fps, and watch dogs gets the same fps as just cause. What's going on?

JC2 benchmark results for GTX680:

1080p res, everything else max (such as 32xCSAA)

Tower: 70FPS
Desert: 85FPS

Your results are WEIRD. You got higher in the Desert slightly and much lower in the Tower. Maybe you should run those again? Either way, I'd expect even better than 95FPS at 1080p for the Desert benchmark.

*THESE results are on "HIGH" (whatever that means) but note the R9-290X is faster than the GTX770 (nearly identical to my card) by roughly 20% (quiet mode) or almost 40% (uber mode). At 1200p.

So your TOWER benchmark at 1080p should be a minimum of 85FPS.

*I'm guessing some sort of GPU throttling however I'm unsure why...
For FC2, make sure VSYNC is turned off then run the BENCHMARKS and see what results you get comparing the LOWEST and HIGHEST settings.

FC2 scales a LOT from low to high for me, and no there shouldn't be any CPU bottleneck (technically you do have a bottleneck and that's the GPU mostly. Every system has a bottleneck at some point and at all times).

Yeah I turned everything down including shadows, and in the first benchmark (the tower one) I get 45fps average and in the desert sunrise one I get 95 average (on ultra) I don't get it

My gpu is not a bottleneck, it should be destroying these games. As I said, vsync was off for the benchmarks and when I tried a different one it was usually 120 ish so I've got no clue why that happens. And when I'm playing the game the frame rate isn't that great, it hangs around 40 always, whether it's low settings or high

Make sure:
1) All four CPU cores are there and running at full speed:
- Task manager (show all four graphs)
- Prime95 (run a stress test then look at TM to see if it roughly shows the CPU speed it should be.. or use CPU-Z)

2) GPU is not throttling... use any program (Afterburner?) that can monitor GPU usage and make sure it's not dropping a lot. If it's dropping from say 1100MHz down to 650MHz that's a big problem.

I really don't know what the problem was. I think it was a software error from amd, because later, it just disappeared. Just cause ran at basically flat 130 and so did Dota, sleeping dogs aa kills performance so that explains that and all games run normally now. So I'm quite sure it was a driver issue. But I did notice (in power settings) that my PC was on power saving, and I think that was throttling cpu usage to 50% or something stupid, I can't remember to be honest but I think that helped turning it onto balanced. Thanks for the help though :)
