CPU Fan and Temp Very High at Idle

So this magical thing just happen this morning.

It started off with me turning on my computer normally, then trying to watch a youtube video online to notice the video is lagging like crazy. I checked my task manager and it shows google chrome using up 100% of my cpu. Now whats odd is it's not google chromes fault because the same thing happened with firefox and IE. I looked at the front of my case since I have a NZXT temp monitor and it shows Fan #2 at 1300 rpm and at 60+ degrees C. Thats odd, normally I am at 30 degrees C on idle. My Fan #2 is for my cpu fan. Tried fixing it, can't seem to find anything. Causing this so far. Even running Windows in Safe mode didn't fix it.

I just tried to run a game, not even a hard game to run at that (The Forest), haha, game lags like crazy when I usually play it 60+ fps.

Would doing a fresh install of windows 7 fix my issue? Thanks to anyone who replies

Hi,
Usually overheating problem is just what it means...overheating
Before going all the trouble of installing fresh windows and then playing around installing other apps for entire day (and at the end it still wont have everything it did) you can look into more hardware solution
Blow dust from your computer, make sure it has enough space to cool itself, reapply thermal paste.
NOTE: its better to get it to local computer tech if you are not sure what you have to do exactly
