That's not even a close comparison as it's apples and oranges. The i5 3550 is a desktop cpu meaning it's a full fledged cpu chip. Mobile devices use lower power versions of desktop processors due to relying on finite battery power so they last longer and produce less heat in a smaller confined space without the proper cooling of a full blown desktop. Other mobile devices like smart phones, tablets etc use even weaker, lower power/heat versions because of no active cooling at all and much smaller battery.

The gx-420ca is an soc (system on a chip) which is a 25w tdp very low power chip likely requiring only passive cooling (no fan) for small devices or aio pc's where the "pc" guts are included into part of the enclosure on the back of a flatpanel monitor or similar. It can be a good solution for netbooks or small form factor htpc's where you just need something powerful enough to surf the web, use basic text documents or play music or movies in a system with low cooling requirements (silent or near silent for the living room/entertainment room) and don't need a full out computer tower. For instance if all someone needed to do was access their email and facebook, you don't need a quad core or larger cpu with 8gb of ram and a gtx 980 to display web pages.

They each have a place where they can be useful but they're not at all the same. Trying to compare a pair of hedge clippers to a chainsaw. SkylarJacobs included what's likely the best comparison from synthetic benchmark scores to attempt and put into perspective their dissimilar performance.
