Is my motherboard holding back other hardware?

Hi, I am having some issues with lag spikes playing games such as Far cry4 on ultra. It averages 60fps (v sync on) but from time to time there are lag spikes which last a few seconds of 50fps-55fps and it is noticeable.

I have used MSI afterburner to monitor the system and it is clear that the GPU is running at maximum clock speed and it's % usage sometimes hits 99% (I'm assuming this is where the spike occurs).

At other times it sticks around 70% with no lag issues. The GPUs maximum temperature ingame has reached 65C and I have had to lower my settings to the recommended "high" preset to get smooth fps. Many thanks for taking the time to read.

Also given I only have just a CD drive and a HDD would I benefit more from an Asrock FX990 Extreme9 in anyway or would the Extreme3 give the same efficiency to other hardware just less expansion options (I don't really need room to expand)?

System Specifications.
CPU: AMD FX8350 (no OC)
GPU: Gigabyte GTX 970 single fan OC edition (no OC)
MOBO: Gigabyte GA-78LMT-USB3 (rev4.1)
RAM: Crucial 8GB (2 x 4GB) Ballistix Sport DDR3 1600MHz

First thing , no motherboard can make an impact in your fps . Even if u buy the most high end. The high end motherboards facilitate your components to work at overclocked frequency and improve performance. If u dont overclock they will run just as before. I dont have much idea about which amd motherboards support overclocking , but my statements are true for all intel based boards.
Your bottleneck is your CPU. you need atleast an fx 9xxx to be paired with a 970 and in my opinion should switch to i5 4460 atleast , since it provides better performance at same price than the fx 9xxx's . But since you have an amd motherboard , its your choice since you will need to invest a 40-70$ more for motherboard again.

That's bad advice. Going to an i5 4460 would make him SLOWER. 4440 is in the FX 6300 performance range. i5 4690k is in the FX 8350 performance range.

To get the most out of an FX 8 core you need at least 6+2 phase power, with 8+2 phase recommended. You also need quality board design, cooling for chipset and VRMs, and if you OC you need a good BIOS with LLC preferred.

Gigabyte GA-970A-UD3P is a great 970 board for FX 8 core + overclocking. Asus also makes a good 6+2 phase board...but I forget the model number...sorry.

As for the GPU, I know my Gigabyte G1 Gaming GTX 970 will throttle 1-2 boost states if it stays at 65c too long. I put a custom fan curve on it and it stays below that now and doesn't throttle. And this is with a custom BIOS running 1202/1506 overclocked. It stays pegged at 1506 under full load now thanks to a good fan curve. So cooling could also be your issue.

More details on testing this and my custom BIOS can easily be found on Overclock.net.

My issue is even the slightest OC with this motherboard either with CPU (which I don't think I need as during gameplay the CPU is only at 40%) or GPU it cuts out. So my plan was to purchase a better asrock mob for OC, an Aerocool X3 case for better cooling (I currently have a very cheap case with 2 120mm fans (not great). Only issue with cooling is my CPU cooler is a 212 evo and they are tall so I'm not sure what would take one (probably a matter for another thread).

I said an i5 4460 ATLEAST .
Dont state facts with proofs which falsify your own claim lol.
.Have you watched the the videos you have posted yourself. the fx 6300 gives 10 fps lower than an i5 4440 avg . and you say that the i5 will slow him down.

Only an 8350 overclocked to 4.7 can cope with an i5 in gta V.

and Dont even compare it with a 4690k. I dont even need to say anything , just read the official toms hardware article may 2015 update: http://www.tomshardware.com/reviews/gaming-cpu-review-overclock,3106-4.html

You need to update your knowledge buddy. If u want proof watch this https://www.youtube.com/watch?v=FsZGLoXo4WI
I agree AMD is the best Bang for buck and would give better performance than an intel counterpart at the same cost. But once u go above the budget categories amd lags behind.

As far as liracto's question is concerned , It would have been better if u have stated the fact that you are overclocking a CPU with an air cooler and cheap case fans. Besides please verify if you are stating the percentage CPU consumption of the entire CPU or Single core . Check the single core performance for the spike duration by right clicking on the CPU graph in task manager and select change graph to -> logical processors , If it is encounters 100% , my advice stands true. If not then my apologies for a bad advice and your cooling might be the issue as you identified.

I think you will find if you calm yourself down and read my original post you will find a (no OC) next to my CPU and GPU. I was stating that if I try to OC with this motherboard the PC does indeed crash. Not that that's how the system is currently running (hence why I think a new OC capable motherboard might be my solution as I can get the performance needed to run games without lag). The 212 evo keeps the CPU at an idle temp of 20C and under max load around 35C so it is very cool. As for the CPU usage I mentioned it is the entire CPU and single core has no spikes, all cores stay well under 50% at all times.
