Shalaska, we know for a fact the R9 390X is just a well overclocked 8GB 290X with a new memory supplier. We have benchmarks on the 8GB 290X. Unless you're playing at 4k, the 970 is significantly better, and cheaper.
I heard the 390X is trading blows with 980 as per benchmarks.The problem here is that although 390 is more powerful than the 970 from the benchmarks,its OC potential is limited so thats why I want to know if with OC potential considered will the 970 keep up with 390X because its 100$ cheaper here

The same Benchmarks listed have the 290X trading blows with the GTX 980.
These are first party benchmarks, without listed settings. In order to get a real view of how the cards perform we need benchmarks from third parties such as Tom's Hardware.
I don't believe anything straight from the manufacturer's mouth, nor should anybody else.
