How will I know an used system is safe to buy?

Other than visually checking all the components and make sure they match the specs that the seller claims, is there anything else I can do to check the system? I don't know if there is a way to test the cpu or gpu or w/e since I'm still new to this. I just don't want to get ripped off(if that's even possible).

I'm paying about 800. I think I'm satisfied with the specs and price. I just need to make sure the components aren't bad or anything.
