New graphics card won't boot past splash screen, 3 post beeps

PC Specs:

  • Core i5 2300 @ 2.7Ghz
    MSI GTX 960 Gaming 4G
    8GB ram
    Motherboard from HP h8-1010 desktop
    Rosewill 500w psu

I am upgrading from a GTX 560 and I cannot get the pc to boot past the HP splash screen and it gives a post beep message for bad video card.
I was able to boot with integrated graphics and the card in the slot, it was recognized in windows but I couldn't boot with the monitor connected to the card. Ive tried reseating the card and the ram several times and triple checked the 8pin power. Ive reset the CMOS and installed/reinstalled the old drivers all with no success. The bios is up to date but it has very limited control.
I think it may be the low ampearge on the psu but I need to be sure. Any feedback will be greatly appreciated.
UPDATE: Just installed a 750w psu with more than enough amps, the same problem remains

Unfortunately you seem to have a bad GPU, simple as that. Sorry.

you have win8?

If so you need to get into bios and change UEFI to legacy mode

I think this may be it, but i was hesitant to accept it because the same problem occurred with a MSI GTX 760 I purchased 6 months ago and had to RMA it. I will try to get my hands on another system to test the card in just to be sure. Thanks

I am still on win7 and there is noe UEFI options in the bios
