I don't think I am getting the internet speeds I should be?

I recently upped my internet speed package from 7 Mbps to 25 Mbps download speed. Before I did this, I used my ISP website to see if 25 Mbps is available in my area, and it is. My speeds seemed to have stayed the same. I use speedtest to and my Download speeds fluctuate from 2 Mbps to 5 - 6 Mbps. I assumed with 25 Mbps package i could atleast get 10 - 15 Mbps? Why are my speeds so low and fluctuating? I have tested this both wired and wireless. How long does it take for a internet upgrade to take effect? I heard it was instant as soon as they updated it. I upgraded 3 hours ago.

I have two computers in this house. One is wired and one is wireless. Ive been doing tests on both computers. The wired computer peaks at 2.6 - 2.7 MBps on Steam when I download a game. At one point it dropped, so I rebooted the internet. I was then getting peaked 1.7 and it would stay at 1.5 MBps about. I have been testing these numbers rebooting my internet. My most satisfying peak was 2.8 MBps and it stayed around there. Where this became frustrating is when on my wireless adapter PC, I was getting downloads of 500 KBps. So I started to believe it was just my adapter. I dont think this is entirely the case because as I type this, on my Wired Computer my Peak was 2.6MBps and I am now getting 100KBps and under steady. I have not yet achieved that 2 MBps download speed on my wireless adapter but I have achieved well over that before on it many months ago at another residence with a farther apart distance from my computer to a router. In conclusion, I have found that I am able to achieve my 2.8 MBps download speed I have been expecting from a 25 Mbps internet package. The only problem is that it is unstable, wired or wireless. Any ideas?

Connect your network cable directly to your modem/gateway. Reboot the modem/gateway. Once it comes back up, on your PC open CMD and type: ipconfig /release && ipconfig /renew.
Rerun your speed tests. Are your speeds any better? If so, your router is the limiting factor.
