Internet works. Browser won't load pages.

I have internet connection and all my other devices work fine except my pc laptop. Browser won't load any pages. I have made sure that the proxy was unchecked. I have also gone to command prompt and did the resetlog.txt thing. Restarted my computer, nothing changed. Also went to run and typed resetlog.txt and I get a prompt that says "windows cannot find 'resetlog.txt" please help, every forum I look at always brings up this resetlog.txt but I guess it's not on my computer? I don't know what to do.

open a CMD prompt and type: ping 8.8.8.8
Do you get responses? If no, you most likely need to go into your tcp/ip v4 settings and set to automatically configure. (dhcp)
If yes,
from CMD prompt type: ping yahoo.com
Do you get responses? If no, your dns server is not functioning properly. In your TCP/IP v4 settings make sure DNS is set to automatic. If it is but isn't working, then specify 8.8.8.8 as your Primary DNS. Click ok several times and then try your web browsing again.

I did get responses but still no luck with browser. I do not know how to get to TCP/IP
