Only 1 core is active, without Turbo Boost!, HELP! :'/

Hi, I'm in a helpless state. I got a new Lenovo Y50-70, which Im using for my architectural work, like working and rendering on 3ds Max, Revit etc.
Problem is ONLY 1 core is being utilized and the Turbo Boost also doesn't kick in. When I put anything for rendering, I get a warning from Norton after 20 seconds or so, 'Performance Alert : High CPU usage by 3ds max' something like that. So I took screenshots of Task Manager > Performance tab, and I guess only 1 core is active and its not even running at turbo.
Please help me solve this so that I utilize the full potential of this laptop ; CPU and GPU. I got this high-performance (and expensive, for me atleast) laptop for my work and it sucks that I cant make the best of it. :(

Specs of the laptop are:
CPU:
Chipset - QM87
Cache - 6 MB
Variant - 4710 HQ
Processor - Intel Core i7
Clock Speed - 2.5 GHz with Turbo Boost Upto 3.5 GHz

GPU:
NVIDIA GTX860M
4GB RAM

Memory (RAM):
16 GB

Windows Version - 8.1

When you render something, it is very cpu intense and obviously it maxes out ur cpu to 100%, which leaves no cpu resources to run norton and other applications.

The turbo boost not kicking in, is most likely because the conditions to boost up have not been met to speed up, usually thermals is key in turbo boost. Also I am not sure if task manager shows changing cpu frequencies like turbo boost. Try a program like cpu-z to monitor clock speed changes.

Any tips to optimize the CPU and GPU to get the max out of this laptop, specially aimed at Architecture oriented application like 3ds max?

Performance Monitoring feature of a Norton product closely monitors your computer and alerts you when there is a more than normal amount of CPU or memory usage occurring. This alert also reports which component or application is using high memory. Most of the time, you can ignore these alerts. Some applications may use high memory while performing certain tasks, like trying to access the Internet, or display a page with lot of rich media content.

If you receive frequent alerts from a particular component, and notice degraded computer performance, identify the component and take necessary action. When the alert appears, click the Details & Settings link to view additional details about the component.

If you receive alerts from other applications, make sure that you have the latest version of those applications. Also run Windows updates to install all the available updates for your Windows. Let me know if you need any help checking the version.
