Computer starts for a second and shuts down indefinitely

My secondary desktop boots for a second, all fans power on etc...then shuts down and repeats this process infinitely. It just keeps turning on, then shutting down, then turning on every few seconds.

I have taken out each stick of RAM individually to make sure it's not that.

I have tested a new PSU and same issue occurs.

I have also pulled the CMOS battery out for 5-10 minutes and put it back. Haven't replaced it altogether though.

All I'm wondering is, would it be safe to logically assume it's the Motherboard? I have planned on replacing it, just want to double check with people smarter than me. No graphics card (built in) so it can't be that.

If breadboarding the motherboard outside the case on an insulated surface with JUST the CPU/cooler, one stick of RAM in the slot specified if only one stk. is used*, good PSU, KB, monitor** connected and momentarily shorting the two pins that the case's power button would connect on to start the system results in the same problem, I'd say it is the board.

* some boards require this, some don't.
** assuming you have integrated video.
