PC chassis air conditioner unit, how does this work?

Found a PC peripheral which looks like a mini A/C which acts like a case fan. It says that it requires a 350w PSU and draws 80w just to operate it. Does anyone know anything about this? Can it be used to overclock an i7-4790k to at least 5.2 GHz when paired with a high-end motherboard and quality 750w or greater PSU?
