ASRock Z75 Pro3 USB power when system turned off?

Intermittently, when I shut down my computer the external drive and the mouse light stay on. Is there a way to switch this feature on and off or is this a sign of a problem with my motherboard?
(It just seems weird that it wouldn't be consistent about it)

it's not a problem, it is a BIOS feature, generally aimed at letting a user charge their phone while the computer is off. Not sure what the exact feature is called, but look through your manual to find out what it's specifically called, then go into BIOS and disable the feature.

I had thought there was something about it being a feature of the MB on the box it came in, but I don't see anything about it in the manual or in the UEFI settings. Plus, if it is supposed to be a feature, why would it not work all the time?
