What is causing bad gaming performance?

EVGA GTX 970 Superclocked
Rosewill 1000w PSU
8 GB RAM

Basically I will start up my PC, load up a game, let's just say GTA 5, and it will run at like 10 or 20 fps. Then I restart my computer and if I'm lucky I will get a smooth 60 fps or maybe it will be around 40 fps. I sometimes have to restart 3 or 4 times to get the performance that I SHOULD be getting. I really don't know where the problem is though, I checked my GPU clock speed when my game was running poorly and when it was running well, it was 1366Mhz for both and the temperature stayed less than 60 C for the time I was playing. So doing this I've ruled out the GPU as the problem. I've updated my BIOS, my NVIDIA and CPU drivers are up to date.

This problem occurred a few months after I built this PC, so something changed because it was not doing this at the beginning. And I've asked this question multiple times and no one has yet to help me.

if its just GTA that is having this issue, I had a very similar problem, where the game was using 7.6 ish gb of RAM, next time you get low FPS just tab out and check your RAM usage in task manager.
