Lets say a game recommends a i7 4-core at 4.0ghz
i pass on all specs exept the cpu since an i7 - 4790 is 3.60ghz at base
but with intel boost 4ghz)
i know the turbo boost kicks in when its needed and so on.

i am able to play this specific game on recommended settings then right?

i was not sure either i do put this question here or in gaming

Solution
On desktops, turbo actually stays on indefinitely since usually it can cool sufficiently and has more power leeway. Are we talking about a real game?
No game would ever recommend an i7 4-core 4GHz, since that clearly leaves only one processor as an eligible candidate. And I'd never rely on Turbo boost for sustained performance increases. It's not what and how it was designed. It could boost one core to 4GHz, but not all 4 and not for a sustained period of time. Hence the recommendation of 4 cores at 5GHz would again not be within the scope of all but one processor out there.

so its only for a short period of time ,lets say alot of things happen in one time on a game? then there is a possibility the turbo boost kicks in for a short amount of time?

Turbo Boost is automatic. When the BIOS feels the added performance is needed, it will increase the clock. The max single core frequency is 4.0. It will only increase that single core to 4.0. If the work load requires faster cores, you could have two cores at 3.8 and so on.

If you want all cores to operate at max frequency, you can do that with a H97 no issues. But you can't go any higher.
