Hello my pc has had this wierd fps hiccup where ill be playing anything be it skyrim or red orchestra 2 and every few minutes my screen pauses for like a half of a second.I have had my evga 760 sc RMAed and tried multiple cpu's and mother boards but none have fixed this issue.My temps are always pretty normal i have fresh installed windows 7 many many times, drivers are allll up to date. I have noticed its much more noticeable in Bethesda titles such as skyrim and new vegas i don't know if its because their open world titles.Some games like warframe and other third person games i don't have this issue with but i do experience it on most games.
Things i have tried:
turning off v-sync
turning all graphics to low
turning hpet on/off
turning all oc off
un parking cores
installing os on ssd
turning off power saving features in bios
updating drivers
and many other things that don't come to mind

cpu=8320 amd
Evga 760 sc 2gb
mb= asus 990fx sabertooth rev 2.0
wd blue 500 gb
kingston ssd 250 gb with os on it
corsair TX650 watt
16 gbs of corsair ddr3 vengence at 1600
Windows 7
all of this in a roomy cm storm stryker
