PC restarts after intalled new graphics card

Hi Guys!
I'm a newbie into PC gaming and I'll apologize for my english beforehand , anyway here is what happened

I upgraded a PC wich its spec were:
AMD FX 6300 3.5 GHz
MoBo MSI 760GM-34(FX)
Radeon R7 250 2Gb VRAM
8 Gb or RAM DDR3 (2x4Gb)

I upgraded the PSU from a PP-350NL 1NCA (350 Watts) to a Thermaltake SmartM 850 Watts, I changed the CPU from the Fx 6300 to the FX 8350 and i the GPU i changed to a XFX R9 290 DD 4GB , and now everytime while i'm on windows (trying to play games, on chrome or even doing nothing) the Pc restarts randomly, now i think i make some beginners mistakes, what i want to know who is to blame here.

The Mobo, the PSU, the GPU or everyone, im running on Windows 8.1 64 bit. (I reinstalled the old GPU and with that the pc doesn't restarts)

It's Your motherboard that's the problem, the 7x chipset doesn't play nicely with the r9 290. You need a better board, something like the 990 fxa-ud3. As a temporary fix you can use a app called Asus gpu tweak to raise the 2d clock on your card by 10%. This will stop the reboots (not sure why but it works).

I cleared the CMOS and used the app that you suggested, that seems to do the work, now i know that i wasn't the gpu's fault, i will put the old gpu again until i get a better MoBo you know i dont want to risk anything even knowing the problem was solved
