Blank Screen After Installing GPU- No iGPU to install drivers

Hey everyone,

Weird issue here. I've been playing Cities Skylines on my MBA, but the i5 is just not up to it. I bit the bullet, and I've been slowly building a new computer, and have:

Intel Xeon 1231v3
Asus H97M-E
2x4GB Kingston HyperX Fury DDR3
Coolermaster Vangard 550W PSU
Sandisk Ultra II 120GB and 1TB 7200rpm HDD (from old computer)

From an old computer, I was using a 9600GT (old, I know) until I could buy a GTX 980, but got a GTX 260 (still old, haha!) off a friend to use temporarily as a small upgrade from the 9600GT.

I installed the 260, but I get a blank screen. No POST, can't access BIOS settings with this card installed. I tried booting into Safe Mode with the 9600GT to uninstall drivers while using the card, and tried forcing using PCI-E in BIOS for GPU, and resetting the BIOS.

I don't think the PSU is the problem, the 260 appears to power on fine, and from what I can tell (without a display), Windows is booting.

Nothing seems to be working, and most solutions seem to require iGPU to uninstall and install the correct drivers using safe mode. But with the Xeon, I don't have that option. I don't get any signal using the DVI port on the MB, and I assume this is because of the lack of iGPU.

Just wondering if anyone has any ideas on what I could try? It's not really important at the moment, as I can still play Cities Skylines ATM, but I'm concerned I'll have the same issue when I do get the GTX 980. I would like the boost to FPS I would get with the 260 in the meantime if possible tho.

I know the MB supports an iGPU if the CPU has one. But the Xeon has no Integrated Graphics like i5/i7 CPU's do (if I understand correctly).

Both 6-Pin PCI-E connectors are plugged in, I triple checked (after reinserting the card 3 times, haha!)
 
Correct the H97M-E onboard video ports need a CPU that supports HD gfx.

And as you correctly pointed out that's why the DVI port doesnt work. Because the Xeon CPU's dont have HD gfx.

The other build I have here is the H97M-E. But I'm not using a Xeon on it
